I personally think it is a mix of the two, with a stronger advantage for someone who is born with an entrepreneurial mindset and then fostered that in an entrepreneurial-friendly environment.

I believe that an entrepreneur is the person who has the ability to build knowledge and also has the nurture skills and competence that interpret his knowledge into a fruitful idea.

I agree. Entrepreneurs have to have that initial interest/talent/willingness to create, innovate, and go through entrepreneurial lifestyle. However, environment will have a huge impact on fostering that talent, or suppressing it. In addition, having the right tools and platform will enable entrepreneurs to utilize their capabilities and build large businesses that benefit all. That's why I believe it is very important to provide the whole “ecosystem” in MENA to empower businesses and foster entrepreneurship.
