I have some experience with Elgg... in fact I'm very close to launching something using it. I like it so far and have about 30 test users on it without any issues or major bugs. I can't confirm what it would be like if the network scales up, however it has a good network of developers that contribute with Plugins and are always happy to answer questions or help. I definitely find it more useful than Ning.

I've found some of the plugins a little clunky and have had to change some of the code to fix them up, but it's pretty easy to do so (I'm not an advanced developer by any means). One thing I have not hacked just yet is the dual-language issue, but I understand it's pretty easy to implement on the core product, but you may need to translate some of the smaller/newer plugins yourself as they may not have an Arabic language pack.
