Do you need to take into consideration GCC vs Levant vs North Africa vs Egypt or treat them all as one Arabic market when you build your startup ?

Do you think the fragmention of MENA affects your statup ? GCC to Levant to North Africa, Egypt etc ... How different are those markets and would you need to think about them as you launch your product targeted to Arabs ?
