What is Google doing to protect content of Arabic websites ?

One of the severe problem I am facing now is the extensive copy pasting of content by the overwhelming number of Arab forums, blogs and sometimes very well known websites. And this is harmful because many "well known" Arabic websites are doing that. And they rank high in Google search results beating the content source website.

I actually tried to find a convenient way where I can complain to Google about content stealing (copy paste) for websites that speak Arabic, but i failed. I understand that such thing exists for English websites.

Is there any efficient easy way to file a complaint to Google about this. Where Arabs will read and look at the complaint seriously?. I am also sure that Google is working hard on developing smart algorithms to reveal such malicious activities, but maybe not for Arabia.
