As per Omarish.. oDesk is great for both finding developers and managing them.

Once you have hired the team, there are quite a few online collaborative tools you can use to make sure they're all working correctly on stuff.

http://www.Huddle.net and http://www.HiTask.com are two that I've used and are at both ends of the spectrum for complexity... Huddle being ideal for more complex projects.

الأدوات التقنية متوفرة الآن وتسهل كثيرا من عملية إدارة الفرق عبر الدول. يمكنك الاكتفاء فقط بالبريد الالكترني، وهو وسيلة فعالة جدا لو استخدمت بشكل جيد. لكن لمزيد من الفعالية يمكنك استخدام أحد برامج أو خدمات إدارة المشاريع مثل Basecamp. إنه بسيط جدا ويسهل كثيرا من عملية الإدارة. ولو احتجت إلى اجتماعات مباشرة يمكنك الاعتماد على برامج الدردشة أو المحادثة.

لكن المعاير الحقيقية لنجاح إدارة فرق العمل عبر الدول لا تتعلق بالتقنية، بل بقيم معنوية تتركز في الثقة والولاء. ثقتك أنت في موظفيك وإخلاص ووفاء موظفيك لشركتك.

الخلاصة: استخدم Basecamp & Skype وستشعر بأن فريقك الموزع على دول العالم متواجد في المكتب بجانبك :)

تحديث؛ من الضروري استخدام إحدى خدمات إدارة المراجعات للأكواد، مثل Github.com ولا بأس أيضا بخدمة مثل dropbox.com لتشارك المجلدات ومزامنة الملفات.

When you say 'technical team in Egypt', are you referring to individual freelancers collaborating with you on your project, or are you referring to a scenario where there's a physical office in Egypt with several developers which you're looking to manage remotely?

From a managerial perspective the answer would slightly differ for each of the above scenarios. On a project that requires more than two developers working on the same piece of code, I would definitely say having them work in the same physical space makes life much easier for you. I would also suggest you outline the roles very clearly, and assign a hierarchy of technical leads which in the long run improves the quality of the deliverable. In a sense, the lead would be the code owner, so you know that you're getting a product that works consistently across all its components.

From a technology point of view though, the answers already provided give a great overview of what is currently out there for project management. I've personally used Zoho and fully satisfied our requirements, and coupled with Skype, the communication aspect was set.
