my site has ben blocked in Kuwait, who to send about this ?

Hi all, we're running a matrimony site that's very popular with Egyptians abroad, however recently our site has been blocked in Kuwait. I'm wondering if anybody knows if there is an authority that we can communicate with regarding this ?
