I am wondering if map and GPS or GIS data is available in the Middle East, and how one can access it via a mobile phone.

Nokia offers free GPS data on most of its handsets and free turn-by-turn navigation on a select few through its Ovi Maps service: http://maps.ovi.com/

Google Maps also offer free mapping/GPS location services on all mobile platforms.

Other than that, various GPS service providers currently operate in different Middle East countries - I distinctly remember a billboard in Beirut for a GPS navigation device/service, and I know Jordan has two or three operating. The GCC and KSA are also heavily covered by international GPS manufacturers and mapping providers.

www.openstreetmap.com is easiest source to work with, imo. Not very up to date but it's open so start contributing!
